After the Buellton City Council voted 3:2 not to proceed with a major growth proposal that would have expanded its “Sphere of Influence” six-fold, BIOT began to take steps to further protect the city’s small town character.

In 2008, BIOT members sponsored and worked for passage of Measure E, an urban growth boundary proposal. Measure E garnered endorsements from area newspapers and many citizens.

The City of Buellton ran its own competing measure — Measure F. Get the facts!

Measure E passed with better than a two-thirds majority.

Through 2025 Buellton can grow, if a majority of voters approve it.

MEASURE E: Urban Growth Boundary Initiative

WHY MEASURE E

IS GOOD FOR BUELLTON

  1. 1.Measure E helps prevent sprawl, which in turn

  2. BulletProtects property values

  3. BulletControls traffic & avoids overcrowded schools

  4. BulletSupports agriculture, views, and open space

  5. 2.Measure E promotes smart growth — not no-growth—and reinforces Buellton’s “blueprint for growth” described in the 2025 General Plan

  6. BulletThe General Plan, approved by the City Council, says that current city limits should meet the City’s growth needs through 2025.

  7. BulletMeasure E encourages growth inside the City's boundaries first and development of our downtown area—like the City of Ventura.

  8. BulletMeasure E allows growth outside current city limits without a vote of the people for public schools, parks and state-mandated housing.

  9. BulletMeasure E allows growth outside current city limits with a vote for any purpose.

  10. BulletVoters in other cities with UGB’s have approved projects outside the boundaries. Having to obtain voter approval made them better projects.

  11. 3.Measure E will have no effect on the City Council until the Council wishes to expand the city limits

  12. BulletMeasure E changes nothing about how decisions are made inside the city.

  13. BulletMeasure E requires a citizen vote for new projects outside the city.

  14. BulletMeasure E allows the City to focus its attention on implementing the Council-approved General Plan, and

  15. BulletMeasure E strengthens the Council’s hand in negotiating with developers

  16. 4.Measure E is endorsed by community members, not NIMBYs—Not in My Back Yarders

  17. BulletCitizens have a duty to stand up to see that the public interest, and not just private interest, prevails.
